I understand. And that is precisely where MPLS over GRE fits in, as 
it doesn't require the core to run MPLS.

I understand that some folks have fairly irrational attitude towards
MPLS to the point where just mentioning MPLS causes them high blood
pressure and severe emotional distress. For these folks MPLS, or
MPLS over GRE is clearly a non-viable opition (as it is detrimental
to their health). One may ask whether these folks constitute a
significant market segment. But that is a separate discussion :-)
