When a RERR message arrives at the egress LSR, the msg is out of the MPLS domain, just distribute it to the RSVP receiver.
When a PATH message arrives at the egress LSR, the msg is entering the MPLS domain, it must be labeled and transmitted to the sender along the RSVP path.
