I see three different perspectices:

#1
Frame Relay and ATM can be used as feeder access links to an MPLS core 
network. IE: IPoFR and IPoATM. See ATM alot in DSL networks.....Frame Relay 
aloi in Leased Line replacement services.

Frame Relay and ATM may be carried with an MPLS Core, encapped in MPLS 
headers. I cannot recall all the methods, but one is PWE3. Kompella and 
Martini may do some or all of PWE3 also.

And ATM Core, (NOTE: Not Frame Relay) maybe upgraded or built from scratch 
that also supports MPLS. This is commonly known as Ships in the Night. IE: 
An ATM Switch that will Cell Switch ATM only Cells and at the same Time is 
able to perform MPLS Labeling on IP/MPLS traffic.
