If this is not the fight forum for this question, my apologies.

In an MPLS router how do FECs get into existence? Who defines them? the administrator? Or are they created by the network and further modified by humans? What are all the factors that are taken into account in defining the FECs, in practice?

As I said, if this is not the right forum, please let me know the correct one.
