Your point that there will be no FECs / labels is confusing as Roger mentioned .

an FEC will always be there on a MPLS enabled router irrespective of whether

it is an LSR or an LER. Label bindings will be restricted to "null" labels

because of the penultimate hop poping  nature of MPLS. Also could you

clarify why exactly you  want to run MPLS ( is it for VPN ? or just to try MPLS

instead of pure IP ? what is the topology you are working on ? etc)

Also you will need to run a basic IGP to distribute reachability information on

the network or you will need to statically  add routing information on all 3 routers.
