LDP question

I have a simple question about LDP.

If an LSR is configured with Downstream Unsolicited
Adv mode ,  Conservative Label Retention mode
and  Ordered control mode , will the LSR send a  label "REQUEST"
for an FEC when it recognizes the FEC from its routing table.

There are some points in RFC 3031 pointing towards this
possibility but  i needed advice from users who might have come
accross this  combination of configurations.

Logically  , Unsolictied would mean no requests; only mappings ,
but since it is in conservative retention and ordered control mode, it might mean that
the LSR has dropped a label for this FEC in the past because it did not recognize
the FEC then.
