I don't think VPNSC 3.0 is out yet. VPNSC 2.2 claims to support it, 
but as far as I can tell from this

it doesn't really solve the problem you refer to because it requires that
the the same copy of VPNSC provisions both sites (in different ASNs) so
that the RTs agree. Two separate copies of VPNSC operated by different service
providers wouldn't work because 1) the AS part of the RT would be 
different and 2) the auto-picking of the other part of the RT.

The only way around this that I can see is that extra route-maps are applied
to the service requests at each site to import the other ISPs RTs. This
requires some external coordination.

If this is wrong someone from Cisco please correct it.
