Steven, as with almost everything, "it depends". You will need an IGP, 
something like OSPF or IS-IS. You will need BGP, as in MP-BGPv4. You will 
need LDP (assuming a mixed, ie. not just Cisco environment; otherwise TDP 
will work but there is no great benefit to using it). And you will need 
some connection between PE and CE, whether routed or not. This could be 
static, or routed with almost any protocol, though that depends on the 
platforms you are using for PEs and what they support.

You may need or want to implement MPLS TE Tunnels so you can make certain 
traffic go where you want it to go. You may want QoS on the network, so 
WFQ, WRED or DWRED, along with other marking capabilities like the rate 
limit command in IOS.  Again, this is from the Cisco world as that is what 
I know something about. Others will comment for other platforms
