As far as I know, the maximum number of entries within a cisco box is limited by (a) the amount of installed memory, (b) the scalability of the routing protocol in terms of its memory/CPU utilizations, and (c) the usage (or non-usage) of VRFs since each routing table consumes an additional chunk of memory independent of the number of entries it contains. As far as the 1 Million IP entries are concerned, it could be the theoretical maximum supported by the IOS but practical considerations might impact the actual number of supported entries.
