MPLS TE admission control

Greetings all,

I am new at MPLS and have few questions on output of following Cisco command

"show mpls traffic-eng link-management bandwidth-allocation"
 
a) does the held bandwidth (as shown in command output) participate in admission control ? for instance , can a PATH or a RESV be rejected(or cause premption) if some amount of bandwidth is in the held bandwidth pool and not enough in the available bandwidth?
 
b)what is the meaning of
Inbound Admission: reject-huge
Outbound Admission: allow-if-room
 
is there some documentation that describes these ?
