Fwd: how to get traffic parameters?

Maybe I am missing something, but I would think the Token Bucket algorithm 
is part of a method of collecting traffic data at the router and SNMP is a 
method of moving that data to another point. They might well be used 
together, not one replacing the other. Please correct me if I am wrong.
