about CR-LDP TE TLV parameters

hi,everybody:
		
		I want to know how to get the CR-LDP TE TLV parameters(PRD,PBS,CDR,CBS,EBS).Should the values of these parameters  be assigned by a administrator according to the network need or by a application which can measure the network taffic information?
