i was wrong in referring to the rfc...no problems as far as rfc goes -for l2 ce. the workaround is for junos prior to the vrf-table-label command(or h/w vt interface)something about vrf not able to arp...i think prior junos 5.4.. cf - http://www.juniper.net/techpubs/software/junos/junos57/swconfig57-vpns/html/vpnl3-config20.html in such scenarios the below workaround is relevant ....i needed clarity on that.
