Right now on cisco you have to specify loosely routed ERO for each ABR.
On juniper,I dont think you can configure Inter-Area TE LSP.

Hope Cisco/Juniper guys can comment if the above is incorrect.

This draft indeed list the requirments

Specifies a mechanism to
        - poll some downstream node to discover potentially more optimal path
        - send a notification of the head-end LSR of the existence of a more optimal path

The draft has been implemented.

A follow-up to that question is about MPLS TE in a single area. I've read in a few articles that the MPLS Traffic Engineering can only be configured within a single area. If that is the case then what happen if a network is segmented into multiple areas, how do you do MPLS TE across multiple areas.
