rsvp refresh reduction question?

Hi Friends-
 
I've got a question on RSVP refresh  reduction.  Draft says it is not mandatory for the receiver to accept bundle message if RR (refresh reduction functionality) is turned on. If it wishes it can drop the bundle packet. Now my question is, what will the sender router do in such cases. If it has a bunch of message IDs (PATH AND RESV messages) bundled into a bundle message requiring receiver to acknowledge all those and just because receiver doesn't understand bundle message it will not ack any of them.
 
In turn sender should send the same packets (PATH and RESV) into bundle/non-bundle message depending on the implementation again. Is that right?
 
I was seeing Juniper sending Sfresh messages later on (even tho the connected router did not ack message ids into the bundle message) . Should it have not waited for ack to arrive otherwise it ruins the purpose of having ack bit?
