Doubts: MPLS TE MIB

I am reading "draft-ietf-mpls-te-mib-05.txt" and I have a question 
regarding
mplsTunnelHopTable:

this table's index is formed by three objects:
    [mplsTunnelHopListIndex, mplsTunnelPathOptionIndex, mplsTunnelHopIndex]

where, mplsTunnelPathOptionIndex is "Secondary index into this table
identifying a particular group of hops representing a particular configured 
path. 
This is otherwise known as a path option."

I think the first object corresponds to explicit path ID, the third one is 
of
course the hop index; What frustrates me is that, I feel that it is strange 
to 
have this secondary index. As a matter of fact, we write a row into 
mplsTunnelHopTable 
when we use the following Cisco command(well, other products such as 
Juniper use similiar
commands) to add a hop, but, at this time, how can we know the value of 
path option?

  (config)#ip explicit-path identifier number
  (config-ip-explicit-path)#next-address [loose | strict] A.B.C.D

I think the value of path option is given later on(after we have configured 
the
explicit path hops)when we use the below command:

  (config-if)#tunnel mpls traffic-eng path-option number explicit 
identifier number

What is wrong with my understanding?  Thx,
