thankyou tricia. i agree, i always thought it must be a reference to a 
tdp/ldp label (because these labels correspond to igp best routes) but got 
confused when i saw a reference in 
http://www.cisco.com/networkers/nw03/presos/docs/RST-2061.pdf. see slide 26 
on page 13. just looks like a mistake to me but its a cisco (not ietf) term 
so...

any thoughts?
