In the Cisco world at least, you start mpls and use LDP as the label 
protocol. Everything happens "automagically". In other words, LDP does all 
of it, just the way a routing protocol does all of it. Unless you are 
starting specific tunnels, LDP will follow the Shortest Path First 
algorithm in plotting out where the packets will go.

Routing has to be running first, and in Cisco, cep has to be running as well.
