Im sure that al would agree that there could be many reasons for the problem and will need more infomation to trouble shoot that exactly the issue is ....

From my little experience as well i know that one of the main experience for the pages not opeing is the MTU or too much of delay on the upstream provider (ISP)
 
However since you have asked for other methods to give this internet service, I feel it is also a good idea to share some best practices.
 
Ther are two scenarios here:
 
1. You are giving exclusive internet serivice to customers.
2. Internet is in addition to the MPLS VPN service.
 
 
In the first case you can have an exclusive internet vrf on your network and bring in all the customers on that vrf. You may even have some LSPs configured so as to have better speeds.
 
In the second case, I feel you should to have a good route re-deistribution/ export plan between the vrfs.
 
I presume that you have a peering or a static pool from you upstream ISP and you would leak a default route into all the customer vrf. I do not know how well the export of routes work in case of default routes.
 
Personally i feel that epecially in the case of the second scenario hub-and spoke vpn is the best method. I cannot guess how much of reengineering this will take on you n/w.
 
With some experince in the ISP for some while, I know that you will be having a tough time woth you customers.
 
Can others comment on my opinion of the best practices please...
