Looks like

 http://tools.ietf.org/wg/l3vpn/draft-ietf-l3vpn-rt-constrain/draft-ietf-l3vpn-rt-constrain-02.txt

is your best bet.

There are some advantages to having the RR in the forwarding path.

Possibly because the router vendors are in the business of selling
routers?
