before we can move this from proposed to draft standard we will
need a better handle on this problem.  (There are several possible
solutions on the remote horizon.)  However, I don't think that this
should stop us from doing the best job possible with NHRP.  We need
the tool for a lot of cases.  Lets get a good document to "proposed".
