NHRP issue

Maybe NHRP will work well enough for relatively small X.25 networks
that don't connect big routers to them.  A big X.25 NBMA and one
that don't connect big routers to them.  A big X.25 NBMA and one
router with connectivity to the rest of the Internet might work OK as
well.  Two or three such router, maybe not.
