I think thats a good question. I'm under the impression that it
allows NHRP request/responses to be routed to NHSs through
the existing overlay IP network - perhaps this could be clarified
by someone else?

I remember suggesting (during the last IETF) that NHRP clients
could instead use a new ARP packet format on the 'first resolution hop'
between client and configured NHS. NHSs could then use IP encapsulation
(or whatever) to convey NHRP requets/responses amongst themselves.

Why did I suggest this? Because I'm a habitual heretic, and still
not comfortable with a link destination resolution mechanism 
appearing to run over IP.
