"The belief that ATM SVCs are more desirable than multiple IP
hops is one that is in line with the objectives of ROLC."

Individuals have beliefs. The beliefs of individuals and the
objectives of the working group are different things.

There are individuals who attend ROLC meetings and participate on this
mailing list who may believe that "ATM SVCs are more desirable than
multiple IP hops".

There are also individuals who attend ROLC meetings and participate on
this mailing list who believe that ATM (and other switched services)
will be available from The Phone Company as inexpensive ways to get
lots of bandwidth between multiple sites, and that these services will
be cheap enough to do some extra work to make IP run over them
effectively, and if necessary share the fabric well with other
protocols. There are some people who consider this extra work a real
headache, but since the bandwidth will be cheap enough, the extra
work/complexity (pain) is worth it.

You can refer to the working group charter to see what the stated
objectives of the working group are (note that there isn't anything
dictating which switching technologies are preferred over others).
