Purge Packet (Both Dest-Addr and Request-ID not needed)

Since the "Dest. Addr" has been added to the PURGE packet,
I think the "Request ID" is not needed.
To simplify things, I propose the "Request ID" be removed from the
new PURGE packet definition...
