I don't think this is a problem.  Any ATM cut-through mechanism will not
update TTL.  I think the only place this could remotely be a problem is
with IPv6 ND packets which use the TTL to detect if an ND packet has not 
originated on the local link.

Hmmm.  Sounds to me like you just described the Ipsilon IP switch.

No, it's not odd, but it's not standardized (though the Ipsilon protocols
are available as RFCs 1953 and 1954), and we still have to work with 
what's out there (mainly ATMF and ITU standards).
