To use RSVP with Q.2931, to map between VPI/VCI and flow spec,
^^^^^^^^^^^^^^^^^^^^^^^
a minor protocol development is necessary such as that of RFCs
1953 and 1954, draft-goto-sinp-01.txt, RSVP field extension or
Q.2931 BHLI length extention.

But, it is necessary as long as RSVP is used with Q.2931 regardless
of whether we use ATMARP, LANE, CSR or NHRP.

So, the appropriate WG for the topic is ISSSL.
