No, SPANS signaling occurs on VPI/VCI 0/15,
while another service (CLS ?) on 0/14.
The ILMI protocol runs over 0/16.

The interface used for SPANS is called fa0 (on Sun Solaris 2.4, I don't
know for other OS), and lets you define an SVC peak rate value and
other things. The FORE SVC setup time seems to be slower than UNI 3.0.
