LANE between two switches over a public network???

Hello,

I recently worked with two ATM switches with LANE.
Both switches were directly connected to each other. 
The LECS (LANE Configuration server) runs at one switch, which also serves 
the other switch. Both of them were in the same emulated LAN.

Between the switches there were some SVC-connections permanently
running.


My questions:

- Is it possible to integrate two switches in the same emulated LAN
over a public network without permanently running SVC-connections?
My idea is that the connections only should be established when an
application connected to the local switch opens a network connection 
to another application at the remote switch.
Or is this idea completely wrong?

- In an alternate configuration where both switches (and the connected
computers) represent their own emulated LAN, on both switches are
LECS running.
Does a network connection (e.g. a socket connection opened by an 
application) find its way from one switch to the other swicth over the
public network, or in other words, from one emulated LAN to the other?

Does it also find its way when the public switches between the two
end switches are not capable of LANE?
