BLLI in UNI4.0

I have a doubt regarding BLLI encoding in UNI4.0.  

UNI4.0 adds a few octets to BLLI IE as specified in Q2931.
I am talking about the octets 7a and 7b (defined in UNI4.0, pg 12). They are
defined as follows :-

+-----+-----+-----+-----+-----+-----+-----+-----+

NOTE A : This octet may be present only if octet 7 indicates ITU-T Rec H.310

But I don't see any codepoint defined in Q2931/UNI40 for H.310. 

Is this an error or am I missing something?
