SSCOP, TCP, it doesn't really matter what your higher level protocol
is, it just matters that you have one.  

Whichever side you are on in the IETF/ITU religious wars, AAL5 over ATM is
an unreliable packet delivery method, and needs a higher level protocol to
become reliable.
