Because one call may involve several connections e.g., in point-to-
multipoint applications. In this case, messages relating to the
different connections would each have different connection id's but the
same call reference value.

The other possibility (although not defined I think) is the possibility
to set a connection, use it for several calls, and then clear it. This
may be relevant for B-VPN voice applications.
