Actually there are several possibilities already specified, along with 
the suitable transmission modes and distances, for each of the rates 
you're interested in. Take a look at The ATM Forum's page 
(http://www.atmforum.com/atmforum/approved-specs.html) for details.

In short:

ATM 25 - Category 3 UTP

ATM 155 - Category 3 UTP, Category 5 UTP, (fiber?)

ATM 622 - Fiber


There are also specs for microwave transmission, but I guess that's not 
your point...:)
