ATM Traffic control algorithm (Leaky Bucket...)

I need an ATM simulator which is capable of simulating traffic control
using the Leaky Bucket or a similiar algorithm. If anyone here has had 
experiences using such program, I'd be thankful for the information
or experiences.

I would prefer a freeware program, with the source of the algorithm
if possible.

It would also be very useful for me to have more information about traffic
control algorithms (some analysis, simulation results, or source code if
any)

ANY information is welcome, because I have not found much myself.
