I'm confused by your question. As I understand it, the ARP problem for
IP over ATM refers to the issue of translating IP addresses into ATM
addresses. In other words, the MAC addresses you refer to above would be
ATM addresses. There should be no involvement of any sort of ethernet
address. And there should be a dedicated ARP server that can be
contacted to perform this resolution.

If indeed your driver "emulates" an ethernet adapter, then we're talking
about LANE and your driver implements a LEC, in which case we have IP
arp, which concerns resolving IP addresses into ethernet (or token ring)
addresses, and LE arp, which concerns resolving ethernet (or token ring)
addresses into ATM addresses. In such a case, between the IP and
ethernet (LEC) layers, there would be no issue of confusing 0x0806 for a
length. It would clearly be interpreted as a type.
