Standards for Frame Relay over ATM

Can someone tell me what standards are applicable to sending frame-relay traffic over 
an ATM network? Are the line rates for access to the ATM network important in 
configuring such a connection? Please email me directly as well as to the newsgroup 
since I often cannot access the newsgroup.
