The choice of the signaling channel in B-ISUP is not a B-ISUP problem.
This is a B-MTP3/2 problem. B-ISUP or ISUP messages are sent to a DPC.
MTP figures out how to get the message to the DPC and what
interface/VPI/VCI is used. MTP knows associated/non-associated/signaling links.
The signaling channels are selected by an agreement between the two ends.
This is the same way that the VPCI/VCI associations are made.
