unexpected and recongnized

When I am preparing my testing for a UNI 3.1 signal
software. I found the following word in the test suite
"unexpected recognized"

For example:

No_NO805_2

If BBC Class A is supported
then verify that the IUT sends 
a valid  CALL PROCEEDING(If 
the IUT genereates a CALL PROCEEDING
)or does not respond after receiving an invalid
SETUP(BBC class = A, with unexpected recongnized 
CI IE)when the IUT is in State N0, The final IUT state
is expected to bN3, or N1. The IUT may send a STATUS
(CA /value = 99, diag=CI IE) if sending of  STATUS is 
supported.

What is the occation of "unexpeced and recongnized" when
I construct a SETUP message?

How do I realize the testing described above?
