No no...  Soft PVC is NOT proprietary, it's a part of PNNI.  (Well, 
some implementations may be doing proprietary things that achieve the
same result -- but you can certainly go with standards and have this
capability.  I expect that most if not all PNNI implementations that
have PVC support will include the Soft PVC support.)
