the use of CLP bit

As I remembered, the CLP (Cell Loss Priority) bit in an ATM cell header
could be used in UPC, Priority Control, or Congestion Control. But
someone told me that this bit has recently been reserved to perfrom a
certain funtion. Can any expert confirm me about this and which function
is it reserved to?
