ATM transfer capability

In the note-1 of table A9-2 of Annex A9.3 of UNI 4.0 delta document, 
lists the values of the ATC that could be allowed/recognised on 
reception, but not to be used on transmission. On the netwrok side when 
such a value of ATC is received in the SETUP msg, then the what is the 
action taken. Apparently, when the SETUP is sent to the called end, 
these values of the ATC need to be transformed. How and to what ?
