Question on UNI 4.0 Proxy signaling

There's something (maybe more than one thing) I don't understand
about UNI 4.0 Proxy signaling. It seems that VPCI in the
Connection Identifier information element is used to identify the
port and VP that a UNI message is associated with. This association
is needed in proxy signaling agent, because it may be proxy signaling
for more than one port/VP. And this association is needed by the switch
because it must treat a UNI message received on the proxy signaling
VC as though it was receved on the signaling channel of a particular
port and VP.

But the UNI spec does not include the connection identifier in all UNI
messages (RELEASE and CONNECT ACKNOWLEDGE for example
don't include it). So how does the switch and proxy signaling agent know

which port/VP these messages are associated with?
