failure detection & delay

Hi,

If hardware failure occures,it can be detected very fast.
But logical failures(for example, workstation(destination) is down or
abnormal.
Link between ATM switch and workstation is normal.),it cannot be
detected rapidly
like hardware failure

Transfer delay consists of queueing delay and fixed delay(propagation
and processing...).
I know that the large amount of transfer delay is queueing delay in ATM
networks. 

>Is it reasonalbe that transfer time between destination and switch(destination attached to)
is very short compared with transfer delay of network?
