The actually command is 'atmconfig -u 30 qaa0' 
This will turn on UNI 3.0 signalling for the card.

Joining the elan:

Issue the command 'elconfig show -all' 
This will display all elans that you are eligible to join.
If it displays something other than what you expect, delete the lecs you
are referencing (elconfig delete -lecs) and reassign it either as the
wellknown,
manual or a specific address.

If that still doesn't work, then check the address and the selector
bytes you are 
using for your LECS.
