Network dimensioning

Can anybody help me? I am looking for information about dimensioning of
a telecommunication network consisting of several technologies like ATM,
ISDN and Frame Relay. Therefore I am interested in several topics:

- How can I proceed in general?
- Are there tools available that can be recommended?
- Is there a method to figure out network availability?
