Yes, that's correct. In snmp, the sum of IfInOctets and IfOutOctests would be > 10 Mbits/sec. Individually, the ceiling is 10Mbits/sec. On 'real' Ethernet, such as 10base2, total bandwidth is 10mbits since it's a single wire, and full-duplex is impossible. Full duplex takes advantage of different paths for input and output, meaning effective 'throughput', which (for most LAN systems is bidirectional) is higher than the 10mbit maximum.
