RM Cells

I need an explanation on how RM cells really work. Some told me that through
RM Cells, MCR is the committed parameter on the transmit VCs and will be
increased if the RM cells is still reset (0) until the status changed.

But a paper explained that the committed parameter is PCR and RM Cells will
be created during the VC transmission. As the RM Cells are marked, telling
that the buffer threshold is exceeded, the amount of PCR will be decreased
to fit the capacity.

Which one is the correct one or may be I have misunderstood this.
