  Normally you would need a router (IP, layer 3) somewhere in your network
to get the Internet connectivity to the users of your network. That router
might connect to the Internet via a pvc through an ATM edge device or be
the edge device in itself.

If you want to be original and you're running SVC's, you might try an ATM
egde device connected to an SVC enabled ATM port in the Internets nearest
router.
