ILMI - Reg. Automatic configuration procedures.

I have a question regarding automatic configuration procedures for ATM 
layer interface attributes:

ILMI 4.0 Specifications section 8.2.3.2 states:
"Each IME should retrieve the value of this object from its peer at ILMI 
initialization, and should compare the retrieved value with the local 
value of this object. The actual number of Active VPI bits should be set 
to the minimum of the two values in order to guarantee interoperability. 
The local value of this object should not be modified even if the 
retrieved value is different, and should always remain constant unless 
changed through management"

I have following questions/confusions regarding the above statement:

1. Where is the actual number of the active VPI bits set after taking 
the minimum of the two? Is it in the MIB or somewhere else?

2. It says the local value of this object should not be modified. What 
is meant by local value of this object? Is it the MIB? or the source 
from where the value is retrieved locally into the MIB?

3. Which value should only be changed through management? It cannot be 
MIB object, as it is Read-only.

Can anyone please explain how should this be implemented?
