Synchronisation for CTD

Hello,
	Pardon me if I have not done enough RTFM or if this is a stupid
question but I would like to know how CTD is calculated. Do the
sender and reciever synchronise their clocks? And is it during
the CALL SETUP phase? And if this is so, in which layer is the
clock present? Any pointers as to where I can get more info about
CTD calculation and implementation?
